Phulchhari or Fulchhari (Bengali: ফুলছড়ি) is an upazila of Gaibandha District in the Division of Rangpur, Bangladesh.

According to the 2011 Census of Bangladesh, Phulchhari Upazila had 40,489 households and a population of 165,334.

Phulchhari had a literacy rate (age 7 and over) of 31.25%, compared to the national average of 51.8%, and a sex ratio of 1003 females per 1000 males.
